there's probably some way we could trap a dragon to guard anything important by hitting it till it goes where we want it to. The only problem is to do it without killing it or getting killed. We could put it in a treasure room for example. Or maybe you can permanently summon creatures. Who knows. It's much more likely that players simply can't rifle through clan buildings (without hacks that is).

We should make our first priority making enough money to buy a fort of some sort, and our emperor should choose just what to buy first.
For example if forts in WoW are anything like Ultima Online, would we buy the cheapest house as soon as possible? or save up for that big castle.

As for peasants, if we claim a certain territory as our own, we could feasibly demand travelers to pay tolls - it would require a lot of time spent leveling up and then just sitting around trying to enforce these tariffs. Also we'd probably soon turn evil with "evil status" if we actually hurt or killed "good guys" who simply wouldn't pay us.

So we'd have to deal with that, and someone somewhere would probably try to get revenge.

Also with barons claiming new lands under allegiance to the emperor, they'd have to take lots of their own money to buy new keeps - but would the emperor allow this before his own big castle is built?

And here's another issue to discuss. If you look back at Diablo 2, there were lots of skills that complemented other characters. The paladin's healing aura greatly helps a necro with all his minions. But the healing aura isn't so good on its own. So what do u guys think about having all players in our guild coordinate our skills to work as a team? We don't know what the available skills are yet, but we'd be much more effective if we didn't copy unnecessary ones. Am I right? For example we should be sure to have ranged attackers for certain situations, and strong melee fighters, and spellcasters for healing and dispelling bad stuff.

We should also establish more clearly what our teams are. I think low ranking members should all be assigned a council member or emperor to serve under, being ordered directly by them.

KeeperOfTheGrove -Secretary of the treasury- -Historian-
I'm not sure the treasury needs officers, so underlings wouldn't have such a clear purpose. I think each member who has a tale (large battle, finding a rare item, etc...) should make a full report to him, with date and time included. He'll have to work close with LunarElemental to see what forms of commerce and labor bring us the biggest funds
It's also up to him to purchase all buildings and items (after votes on what to buy by the council) one thing to decide is placement of our keep, but we really need to see the land first. Should it be near a warp gate? On one hand enemies could show up by surprise and attack, on the other we could quickly return to defend. I'm kind of against it, and I'd rather rely on teleporting spells for a quick return. Then again, having our store right next to a gate would ensure lots of customers. Keeping others from doing the same would be a big concern.

grom-hellscream -Secretary of defense/war-
This will be most important. Grom's going to need lots of high level fighters and spellcasters. As the primary goal is to defend our buildings, grom's forces would need to stay within close distance of the base. If they need to travel far away for better dungeons, there needs to be a good way for them to come back quick - waypoints, or teleport spells. To ensure we make lots of money from our stores, Grom and his forces would often be needed to destroy anyone who tried to build another competing shop.

Death Of Spam -Secretary of the press-
this is another field where it's not so clear he needs underlings. The main requirements are to advertise our store and clan sign-ups across the world, and to put up a web page. If spam needs someone with good html skills then that'd make a good assistant.

keithjr -Head of CIA-
This is also very important. keithjr will need many operatives working alone all throughout the world to check on other clans and world events. Every month there'll be a new quest with monsters and items, and we want to be in on all of them. So our operatives will be imperative to the clan's success. I'd say we'd need at least one operative for each area. Other operative objectives will be to list names of various people who are criminal or good people worthy of our clan name, or who would help us in times of need. Also forming clan alliances might be nice.

dimitri583 -Head Judge-
I'm not so sure he needs underlings either. Although it might be fun to have a police force to help him apprehend criminal clansmen, he could rely on Grom and his military, and they could in fact fight and quest together. The main thing is to keep a list of wanted characters and make sure all members have it. dimitri, anytime you wanna come up with a list of punishable crimes, be my guest.

Machead II -secretary of state-
In charge of maintaining good and consistant policies regarding other clans and powers. Underlings would be ambassadors to other nations. I think this is what i'd most like to do

LunarElemental -secretary of commerce and labor- There should also be many underlings in this field - maybe make it the default entry position for all low level grunts. The main purpose - earn money however LunarElemental directs. He'll also give out awards to good clansmen as he sees fit, listening to their demands and making sure they're happy.

I think it'd be a good idea for all grunts and recruits to request the functions they'd most like to perform - who they'd like to work for.

I've already requested to TheLoneGunman to be ambassador to Khaz Modan. I got his ok

good points so and so.

I like your thoughts about the pros/cons with building a castle by the warp gate. I think it would be most profitable ifwe kept teh castle a bit away from the warp gates, but instead maybe contruct a small settlement near it, so we can sell our goods to travelers. The only problem with this will be defending it though...

this is thw WDP members manual preview, its not quite finished yet so if you have any questions or comments please feel free to comment






History:
The WDP was founded on (officially) on 11/6/2002, however plans for the creation of such an organization had been around since, if not before, 10/23/2002.
It all began around the time of the second given date when War3.com former The_Lone_Gunman* came up with the idea for a guild bend on domination of the World of Warcraft. World of Warcraft had been announced a few months earlier, but the idea had not yet been posted on the War3.com forum. Taking this as an opportunity to turn the forumers into a force to be reckoned with and hopefully, known to the entire database of blizzard fans. It may also be noted that this idea followed a relatively long period of boredom and lack of updates from the men at Blizzard entertainment.

Almost immediately after the idea materialized, Gunman (also called Gunny) realized he would not be able to manage an entire world himself, so he set out to find others who would help. These seven people would become what is (for now) known as the WDP High Council. They included KeeperOftheGrove, Grom-Hellscream, dimitri583, MacheadII, deathofspam, Keithjr, and lunar elemental. All indefinitely competent in the field of work they were assigned too. Soon afterwards the WDP began to outline its presence, government, and purpose. Recruits flocked to the WDP, every one adding another bit of strength to the quickly growing guild. The guild still grows, and will hopefully continue to do so until the whole of Azeroth is under command.

Government: The Emperor, The high council, and your say in all of this.

Emperor:
Historical information: Emperor Gunman was also the founder of the WDP and organized the group.

The Emperor is the head of the WDP. He suggests most of the ideas and other courses of action. While the other members of the council carry out their orders in their own way to their own departments, all members recognize The Emperor as the leader.

List of Emperors: The_Lone_Gumman*

High Council:
Historical Information: Originally, it was planned that there would be one high council member for each continent. However as more information was released and Councilmen took on more duties for the WDP it was altered a bit so that all members would have equal say all over the world.

The High Council is just under the Emperor in terms of rank. While the Emperor comes up with most of the ideas, the High Council is responsible for gathering information for the emperor to come with for ideas with. Each member of the High Council controls a specific department, which work together to help make the WDP possible. The High Council and the Emperor must all function effectively for the WDP to even exist.

High Councils:
KeeperofTheGrove: Secretary of the Treasury
Grom-Hellscream: Warmaster
Deathofspam: Secretary of the press
Keithjr: director of the CIA
MacheadII: secretary of state
Dimitri583: head judge
Lunar Elemental: Secretary of labor.

The Army:
The Army is the backbone of the WDP. Headed by the Warmaster, the armed forces are the military machine that will allow us to dominate Azeroth. The army is also not picky about its members (for most occasions) and the army can be of any race (orc, human, elf, etc) or class (wizard, warrior, ranger, etc). There are also multiple levels of service.
Grunt:
The basic member of the WDP, new recruits often start off as grunts. While the term is originally orcish, all races are referred to with this title until a promotion.

Legionnaire:
The step above Grunt, the Legionnaires serve as squadron commanders for smaller grouping in the army. Such as a group of five Grunts will have a legionnaire to command them when not in full scale combat.

General:
The highest rank obtainable to the military, short of servicing on the council, Generals are hand picked by the Warmaster himself to command larger task forces of the military.

WarMaster:
There is only one Warmaster. The Warmaster commands the military of the WDP and is hand picked by the Emperor himself.

The Treasury:
In charge of the money and powerful items found on quests, the Treasury serves as the high security vault/bank of the WDP. Money used for equipment and other such things will be collected and counted here, and items will be distributed among the members through it.

The C.I.A.:
Only a select few may join the CIA of the WDP. Work strong and hard as a grunt and you just might make it

The department of the Press:
The Department of the Press is in charge of Public relations with most of the WDP members to the council. If you have Questions, best to ask a member of this group when the Emperor is busy.

The Judicial system:
When someone breaks a law, the judicial system enforces punishment. They are brought before the head judge who weights their crime and punishment, then turns them over to the military, or lets them free.

The Department of State:
In charge of keeping the peace with factions not at war with the WDP, also helps with projects that will improve the living conditions of a WDP member.



The Department of Labor:
In charge of construction and maintaining areas which the WDP occupies, the labor department takes care of the basic work that any community requires. Most members will be required to serve under the labor department once we have multiple cities.

Keeper I'd love to be your advisor, and I don't see why I can't perform both roles

As for taxes, my main concern is that some other group or even low level newb will gather a little cash and build a crappy house right where we wanna put our castle. So we really need to make a lot of money fast and stake out our territory. For this reason I think we NEED to pool all our money together. No clansman regardless of rank should keep more money than is necessary for sustained adventuring (i.e. potions and repairing items). So unfortunately, early on we're going to need like a 90% tax on all members. I hope everyone here can see the logic in this.

Dispite this setback there would be certain advantages to joining.
1.newbs would all be provided with starting weapons and armor, and would be taught any skills as can be purchased by npc's etc.

2.members could have free any magic items or clan crafted items that high ranking members wouldn't want. So if Grom finds a better axe, he'd give his previous one free to someone else, and that person would give his weapon to someone else, etc...

3.Prominent members would be given special rewards, higher ranks, vassals, and eventually, when cash no longer becomes an issue, a regular salary with only occasional tax levies when required by the clan.

4.clan protection and reprisals against thine enemies.

How many of you feel this would be a good setup for our clan???

Another problem we can't properly figure out right now is where to base our first keep. TheLoneGunman* was thinking about Lorderon, All we know about it is that it's an island, which, depending on warp gates would be isolated from the rest of Azeroth. This could be a good thing if it keeps high level enemies away. Who knows. WoW's townhall hasn't yet described it. All I can say is that the Azeroth continent seems pretty weak - only kobolds, gnolls, trolls, and skeletons. Not much in the way of leveling, although according to Blizzard all areas will be equal in difficulty. My guess is duskwood will have a high level dungeon in that Deadwind Pass, and we should get whatever magic items we can from it. It'd be nice to hear right here and now which members would rather be in the regular military and who wants to practice crafting items, cuz we'll need both in our clan. I'd do either one depending on our needs.

umm, Lordaerons not an Island, its the northern half of the eastern Continent. is sorta like Europe and Asia.

And though i want a huge castle here. ive been toying with the idea of invading Northrend first, if the game permits.

Also I think they screwed up the locations of Elwyn and Duskwood, as the descriptions say Duskwood is to the south of Elwyn.

yeah CIA info archives should probably just be kept on your computer. All files you want to be common knowledge would be good, though. For example, you or dimitri could post a list of wanted names along with descriptions of their crimes, and rewards offered. Other stuff could simply be emailed to Gunny in a weekly report, and other council members on a need to know basis. It'll require a lot of updates and book keeping - I hope you're up to it

BTW IF i get World of Warcraft (to many factors to say if I will right now...) My character will probably be an Orcish Ninja- Probably using a Huntress type glaive weapon for missle nd a Blademaster type Katana for melee. Ill be using stealth and cunning to slay enemies. Id be willing to work with the CIA for recon or assasination misions.

Also Keeper could be in charge of Collecting Taxes- so he would need tax collector fellows

As for a position in the state, I recommend you stick with the military or CIA, as it more closely fits your playing style

so and so asked me to put up a notice on the battle.net forums. We're mentioned (albeit briefly) in that notice.

So, can I get a job as Public relations until the game comes out? I need something to do with my sad, pathetic life (which will no doubt vastly improve when I play WoW).

I wonder if there are any team spells? Brotherhoods of wizards standing around on magical sigils casting mighty incantations to summon powerful demons requiring the entire magical talents of fifty wizards? It would be impractical, but cool to watch the results

deathofspam - if you don't read it in the WDP peacekeepers, I am still in on the public relations thing. I thought, as PR guy, I could be a helpful liaison with the Peacekeepers. or something. Just give me a whistle/call/PM/Death Threat and we can discuss it, if you want.

Also, should we have a WDP contact list for ease of communication? Without a bit of last-minute cramming, the whole thing (chat) will be disaster.
